Introduction


The Merseyside Fire and Rescue Authority was established on 1st April 1986 by the Local Government Act 1985 which made provision for joint authorities to be established in the major metropolitan areas following the abolition of the metropolitan county councils. Such authorities were created to administer county-wide, a number of former county council functions which it was considered could not be discharged effectively and efficiently at borough or district level.

Although the Authority does not have all of the miscellaneous powers - for example to make charitable donations - of a district authority, it is nonetheless a local authority in its own right, separate and distinct from the constituent councils. It is therefore subject in general to the same rules and regulations which govern other local authorities.

The 18 Members of the Authority are elected Members nominated by the five constituent District Councils according to numbers set by statute on the basis of the numbers of electors in each area. Presently six Members are nominated by Liverpool City Council, four each by Sefton and Wirral and two each by Knowsley and St. Helens.

The Authority covers an area of 653 square kilometres and a population of 1.4 million. Approximately 1,600 staff are employed at a number of administrative centres and at 26 Community Fire Stations which house 42 Fire Engines and our water Rescue station.

The Authority has responsibility for emergency responses and the prevention of fires and other incidents within the boundary of the five district council areas of Knowsley, Liverpool, St Helens, Sefton and Wirral which formally constitutes the county of Merseyside. The Authority has a statutory duty to provide an efficient Fire and Rescue Service for the people of Merseyside.

As well as responding to and preventing fire, the Authority also provides rescue services in other 'non-fire' emergency situations such as road traffic accidents and floodings. Additionally the Service tests major contingency plans to assist in the safe containment of large scale incidents such as major chemical leaks. Since 2005 the Service has also incorporated the rescue function from the Mersey Inshore Rescue Service.

To reduce the risk of fire and other emergencies in all communities of Merseyside through a combination of prevention and protection, working in partnership with other service providers.

Respond
To respond to all emergency calls for assistance with a level of response appropriate to the risk and deal with all emergencies efficiently and effectively.

Restore
To work with partners to help individuals, businesses and communities recover from the impact of emergencies and help the return to normality.

Organisation
To operate efficient and effective organisational functions that will support the core functions of the Authority in a way that provides value for money for the communities of Merseyside.

Councillor Vera Best CLLR VERA BEST - LIBERAL DEMOCRAT

Councillor Best has been a Member of the Authority since June 2001 and is appointed by Liverpool Council where she represents Allerton and Hunts Cross Ward. She is a member of the Strategy & Resources, Appeals, Appointments, Standards and Stronger & Diverse Communities. She is the Modernisation Older Persons Champion as well as being the Liberal Democrat representative on the Member Training and Liaison Group. In November 2006, she received the Elected Members Developmental Charter on behalf of the Authority.

Councillor Andrew Blackburn was appointed to the Authority in June 2007, by Sefton Council where he represents Park Ward. Councillor Clein was appointed to the Authority by Liverpool City Council where he represents Childwall Ward. He commenced his second period as a Member in May 2002 after previously leaving to serve as Lord Mayor of Liverpool. Councillor Betty Lowe CLLR BETTY LOWE MBE – CONSERVATIVE

Cllr. Lowe was appointed to the Authority in 2006. She is a member of the Conservative Group on the Authority and is the Chair of the Community Safety & IRMP Committee, sits on the Stronger & Diverse Communities Committee and is the Conservative representative on the Member Training and Liaison Group.

Betty has been a St.Helens District Councillor for many years where she currently represents the Rainford Ward. She has been a Parish Councillor since 1975 and retired last year. She was Mayor of St.Helens 2004 - 2005 her charity being "Carers". This raised over £32,000 in 11months for Betty's Special Breaks. Cllr.Lowe is proud to serve on the Fire Authority and will continue to work with colleagues and Officers to maintain our Excellent status - our Firefighters are a credit to our area.
