Merseyside Fire and Rescue Service (MFRS) operates a licensing scheme for the provision of services and activities related to the supply of explosives in the form of an all year round selling license.
This licensing ensures that individuals or organisations wishing to provide certain services under MFRS’s oversight meet required safety standards.
There is a £500 fee for obtaining the license, which applies to a full year (1st January - 31st December). The fee covers administrative costs and the ongoing support and inspection provided by MFRS to ensure compliance with relevant regulations and standards.
The license is valid for a full year, allowing the holder to operate within Merseyside during that period, subject to continued compliance with the terms and conditions set by MFRS.
Applicants must complete a formal application process that includes submitting relevant documentation and demonstrating their ability to meet MFRS’s safety standards and requirements.

When can I sell fireworks?
You can only sell fireworks during the following periods, unless you hold a Firework All Year Round Selling License. MFRS supply all year round licences.
- On the first day of the Chinese New Year and the three days immediately before it
- On the day of Diwali and the three days immediately before it
- During the period October 15 to November 10
- During the period December 26 to December 31
If you wish to sell fireworks outside the above defined selling periods then you will need an ‘All Year Round’ selling licence in addition to the explosives storage licence. It is an offence under the Fireworks Regulations 2004 to sell outside these periods without a selling licence and you may be prosecuted.
