Area Manager Mark Baldwin - Operational Preparedness

 

Mark Baldwin is the Area Manager for Operational Preparedness at Merseyside Fire and Rescue Service (MFRS).

He began his career with MFRS in January 1995, before leaving to work in the private sector in 2010. Mark returned to MFRS in January 2019 and has over 23 years’ experience in the fire and rescue service.

Mark was promoted to the role of Crew Manager in 2004 and to Watch Manager in 2006, serving at various stations, including the Search and Rescue Team (SRT) and the Incident Management Team, before taking on a role within the Operational Response Directorate.

In 2022, Mark became a Station Manager. During this role, he led on several key local workstreams, including the rescue boat coding of the MFRS Marine Rescue Unit, the introduction of the dedicated Hazardous Materials station at St Helens, and the relocation of the SRT to their new state-of-the-art station, on Long Lane, Aintree.

Mark was appointed to Group Manager in 2024 and was seconded into the Ministry for Housing, Communities and Local Government (MHCLG) as the UK National Resilience Capability Advisor for Urban Search and Rescue. During this time, he was involved in the national mobilisation to several high-profile incidents across the United Kingdom.

In 2026, Mark became the Area Manager for Operational Preparedness. In his current role, he provides strategic leadership, governance, and accountability for MFRS operational intelligence, procedures, and equipment, ensuring the Service can safely and effectively respond to foreseeable risk.
